Meeting to Order:  1:07 PM

Attendance: 12 (10 members & 2 guests)

Sunshine Report: Gary Cooper is ailing

Guest Speaker: Lynn Compton, County Supervisor for the 4th District (South County). District 4 is primarily agricultural where strawberry fields and greenhouses abound. Affordable housing is also an abiding issue in south county. SLO county receives 2 to 4 million dollars a year in matching grants for affordable housing units. Ms. Compton said that the board was mulling a tourism tax to raise revenue.

The passage of Prop 68 in 2018 may provide opportunities for Parks & Rec projects across the county. Disadvantaged communities must compete for monies. Prop 64 legalized cannabis but the county has issued some regulations to include no outdoor grows in residential areas, no dispensaries in unincorporated areas. District 4 is zoned for agriculture but the odors emanating from cannabis greenhouses are the cause of many complaints. Sup. Compton also supports initiatives for mental health and safety. In spite of they current freeze on county employment the Sheriff was still able to bring on 11 new deputies.

PG&E bankruptcy proceedings will probably delay the $85 million payout to SLO county which was to offset the Diablo Cyn. closure. Being a county supervisor isn’t all roses as Ms. Compton recently had to obtain a restraining order against an online stalker. Lynn’s presentation followed by Q & A was warmly received. She was presented a certificate and cannon in appreciation.

Secretary’s Report: Minutes from the January 19 meeting were read aloud. Motion (Haynes) Minutes accepted as read, seconded (Tissue). Carried.

Treasurer’s report: Current account balance is $2878.12. Motion (Scully) report accepted, seconded (Tissue). Carried.

Old Business: None.

New Business: Motion (Scully) $100.00 donation to the DAR, seconded (Haynes). Carried.

An eagle scout, Joshua T. Kommer was identified and a certificate ordered. A $100.00 check was proposed but no motion.

Outreach with local Elks is being discussed.

Motion (Harris) Pres Scully be reimbursed $44.87 which went for the purchase of cannons, seconded (Haynes). Carried.

There is a new member from Bakersfield, particulars to follow.

Joshua T. Kommer Receives Rank of Eagle Scout




At his Eagle Court of Honor on January 28, 2019, Bill Crewe from the Central Coast Chapter of SAR presented Joshua T. (JT) Kommer of Troop 6 with a check and a certificate recognizing his attainment of the rank of Eagle Scout.


In reaching the rank of Eagle, JT earned 24 Merit Badges.  For his Eagle project, he made a 12-foot bench and 6 foot return for his youth group at his church.  He completed his Eagle Board of Review on December 17, 2018.  JT participated in Boy's State in the summer of 2018 between his junior and senior years.  He began his Scouting career with Troop 583 in Castaic Lake, CA and transferred to Troop 6 in San Luis Obispo when his family moved.

President Steven Scully and Registrar Russ Haynes attend DAR Paso Robles meeting




Russ Haynes and I had the pleasure in attending the El Paso de Robles DAR Annual Tea and awards meeting on February 10, 2019.  The meeting was held at the Paso Robles Elks Lodge. The event opened with the local Boy Scout Troop 60 leading us in the Pledge of Allegiance and color guard.  The highlight of the meeting was the presentation of awards to two young people who were 1st place finishers in the State of California American History essay contest. 



Anne Edgecombe, Regent for the El Paso de Robles NSDAR invited members from the Central Coast Chapter SAR.  Anne has expressed a desire to work with the Central Coast NSSAR on future events.  Russ and I were greeted warmly and a lot of information was exchanged between the two groups.  The El Paso de Robles DAR generously donated $100.00 to our Chapter.  They have our sincere thanks and gratitude.



While work remains to be done in this area, the relationship between these two organizations has been established.  Both DAR/SAR can only benefit from a continued commitment to work together.  We look forward to working with together to make a stronger Chapter.

Central Coast Chapter Minutes for January 19, 2019

The meeting for the Sons of the American Revolution was held January 19, 2019, at 1:00 PM, at IHOP Restaurant, Madonna Road, San Luis Obispo.


Election of officers for 2019, was conducted and are as follows:

Attendance: 12 attendees including 3 guests
First Guest Speaker: Anne Edgecombe, Regent for the DAR El Robles Chapter in Paso Robles and DAR for 50 years. Anne is also the Lineage Research Co-Chair and has attained genie level by taking all of the courses offered by the DAR. Anne is also involved in a children’s joint program with the SAR which meets at the Elk’s Lodge and other joint training. Anne shared that genealogy is her passion and she believes fervently that everyone should know from whence they came. Anne also enjoys challenges, so if anyone has hit a brick wall she is willing to help. Anne presentation was warmly received and she was presented a Certificate and cannon.

Treasurer’s Report: Current account balance sits at $3,935.73.
Motion (Harris) That reimbursement of $43.50 to Pres. Scully for various expenditures and $19.00 to Bill Harris for postage. Seconded (Mummert). Carried.
Bill Crewe and Nate Maas are heavily involved in Scouting and it’s believed local scholarships are to be offered. Bill Crewe will investigate.
New Business: Election of Chapter Officers for 2019. Motion (Scully) Incumbent slate of officers to continue for 2019. Seconded (Haynes). Carried.

Guest Speaker #2: John Peschong currently SLO Co. Supervisor for District #1. John also served in the Reagan Administration. John has been a member of SAR for 35 years in the Washington DC chapter. There are 5 supervisors on the board and they oversee over 2800 County employees and their departments. They make decisions on county public health policy i.e. needle exchange programs which are credited with lowering instances of HIV and Hep C.
Affordable housing continues to be an issue countywide. Work force housing is particularly a big problem. Tax revenues are on the decline and as a result county employment is frozen. The decommissioning of Diablo Canyon continues to cause some concern particularly with the loss of good jobs and tax revenue. Fire protection and the Sheriff’s office continue to receive the most emphasis. Cannibis legalization also presenting some unique challenges. Water availability and issues with the Army Corps of Engineers continue to bother north county. To be continued. Following Q&A, Supervisor Peschong was also awarded a cannon.
